Eileen Frances Foy, affectionately known as “Toots,” took her final bow on October 27, 2024, at ECU Health Medical Center in Greenville, NC, at the age of 65. She was born on November 20, 1958, in the City of Brotherly Love, Philadelphia, PA to the late James H. Foy and Frances (Gorman) Foy. Toots lived a life full of laughter, adventure, and just the right amount of mischief.
Recently of Richlands, NC due to hurricane Milton, she was a longtime resident of Clearwater, FL, having previously lived in Philadelphia, New Orleans and Oklahoma City. Toots spent her career as an IRS Agent, which means she was the only person who could make taxes sound like fun; she knew her way around a calculator just as well as she did a deck of cards. Her interests were as colorful as a well-spun roulette wheel: drinking beer, smoking cigarettes, gambling, and traveling. She had a penchant for living life on her own terms.
Toots’ leaves behind her twin sister, Eleanor Breslin of Clearwater, FL, who shared not just a birthday but a lifetime of memories. She also leaves behind special friends, Sloane Wilkinson, Louise Thomson, Linda Corsey, and Doreen Marcolongo, along with seven nieces and two nephews who will forever reminisce stories about our one-of-a-kind Toots.
In addition to her parents, she was preceded in death by a host of siblings—Mary Armstrong, Anne Sherwood, James Foy, Jr., Joseph Foy, Frances Foy, and John Foy—Toots is now sharing laughs with them in the great beyond.
Toots will be remembered most for her kindness, generosity, loving nature, and her witty sense of humor. If there was a party, Toots was the life of it, and if there wasn’t, well, she’d start one. She knew how to have a good time and made sure everyone around her did too.
Services for Toots will be held at a later date, with details to be announced by the family. Until then, raise a glass, place your bets, and remember the good times—because that’s exactly how Toots would have wanted it.

Went to school with Eileen, worked at the A&P warehouse, and went to many a great party with Eileen (and Eleanor too). What a wonderful friend. Love ya. Bridget
Those we love don’t go away, they walk beside us every day. Unseen, unheard, but always near, so loved, so missed, so very dear. I have SO MANY wonderful memories of Eileen, Eleanor and the entire Foy family. Rest easy, my friend. Until we meet again, Slainte❤️

Where do I begin to process you being gone? I’ve known about you, thru my sister, but I really got to know you as my friend when you moved to Florida.
Through the casino trips, our roadtrip to go see Helen (love of your life), or just sitting at the pool talking about nothing. A friendship developed between us that I so valued. I’ve seen you pull through your sickness time after time. I guess God said: ‘nope, you’re coming with me this time’. Take good care of her God. I miss you already
Now who am I going to take to the ‘tittie’ bar? You told Linda & we both got in trouble!! I’ll miss having a beer with you, stealing lamps at the casino, sliding you an extra beer, and of course, our ONE boat ride that almost sunk us!! You were a force to be reckoned with. I will miss you, goodbye my friend.
I’m just not sure where to start! I guess it’s with that dawned Ole IRS, when we worked together, all the hours traveling & doing what we did!! We have stood together through thick and thin! Since you retired, we were able to really spend some great time together. You’ve listened & helped me raise Dustin and Doodle throughout! Words can’t express how much I will miss you on the daily. Until we meet again, raise a 🍺! Many 💋

I’m still processing and can’t believe she’s gone… I worked with her at the IRS – Eileen had the biggest heart, was always willing to help anyone, actually made work fun and taught me so much about the PALS program when she first came on board. I loved that she was a free spirit, stood up for her beliefs and dealt with issues head-on. There was a lot of punch packed in that little 100 lb. (or so) body, lol! I will miss Eileen and offer my most sincere sympathies to her family and friends…💔

Eileen was a staple at all our parties and get-togethers since moving to Florida.
She drank like a fish, smoked like a chimney, and swore like a sailor! She never arrived without her hands full; usually a case of beer and a large cheese & pepperoni tray to share with everyone.
Her laughter was loud, large & contagious.
Eileen was the most generous person I’ve ever known, whether it were gifts, help, or offering up a place to stay!
Fly high with the angels Eileen…make them smile & laugh.
Many fun memories of Eileen over the years! Rest in Peace say hi to your family for me especially Mary and Jack who were good friends too! Be an angel to Doreen losing you is very hard for us left behind.🙏🏻❤️
